In response to the national "One Belt and One Road" construction，and transformation and upgrading to the goal of high-quality development, Tiancheng Chemical fully implemented the "two changes" development strategy, from paper chemicals to high-end functional chemicals, paper auxilaries, printing and dyeing auxilaries, water treatment chemicals, electronic resins, water-based coatings and other high-end chemicals as the development direction. With the "two-wheel drive" to establish a number of domestic and foreign industrial bases, the layout is based on the domestic market, a firm foothold in the domestic market, the production of strong chain supplement chain, extend the industrial chain, to adapt to market changes and demand. 1. Yanzhou production base 
In order to "transform and upgrade" and implement the "two-wheel drive inner cycle" strategy, as well as build an automated, intelligent and environment-friendly green factory, Tiancheng plans to invest 500 million yuan in Yanzhou to build "an annual output of 60,000 tons of cationic reagent (high-end printing and dyeing auxilies) and an annual output of 50,000 tons of phenolic auxilies". At present, the preliminary preparatory work such as project approval, EIA review and main equipment selection has been completed, and the construction can start after the land index is available. 

2. Thailand production base 
In 2019, "Tiancheng New Materials (Thailand) Co., LTD." was registered and established in the Kabinburi, Industrial Park of Prachinburi Province, Thailand, with an investment of 300 million yuan to build "an annual output of 30,000 tons of cationic reagent, 20,000 tons of trimethylamine, 20,000 tons of trimethylamine hydrochloride and 20,000 tons of choline chloride project". The second phase invested 300 million yuan to build "an annual output of 30,000 tons of electronic-grade phenolic resin, 60,000 tons of formaldehyde, 30,000 tons of electronic-grade epoxy resin and 10,000 tons of Ulotropine project". With the help of Thailand's "bridgehead" and "haven" role in international trade, in order to effectively avoid Sino-US trade barriers and ensure the smooth development of products in the European and American markets, to achieve stable economic development and growth.
